No. You can't change faction of one type into another type.

These might answer your question:

You can not change Kurzick faction to Luxon faction.
You can not change Balthazar faction to Luxon faction.
You can change your guild allegiance from Kurzick to Luxon.

To elaborate slightly, you can change your guild allegiance. However, the guild's faction will be reset.
